We’re Heading South… !
One of the high points in our Idaho Tree Farm Program is the annual Fall Tour of the state
Outstanding Tree Farmer of the Year. We have been up in the north end of the Panhandle the past few
years, but this time around we are showcasing an ownership in the southern end of our beautiful
state. The Baumhoff family of Centerville are our Idaho Outstanding Tree Famers of the Year and
have an interesting and fun day lined up on the 3,200 acres of timberland they are pleased to call
home.

We will have some time for socializing, a box lunch sponsored by the Idaho Tree Farm Program, and
stops showing various parts of their Tree Farm operations. The site has a long history of mining
and much of the Baumhoff’s activities center around restoration in aquatic areas, some of which we
will see on the tour. Other stops will show areas of reforestation, issues associated with working
in areas of differing growing sites, some examples of precommercial thinning, and how they have put
their management objectives to work on this large ownership. It should be a great outing for all
those attending, and we look forward to seeing you there.

Results
After much work & effort from everyone involved with our program, we are pleased to announce we
successfully made it through our program assessment! We had a few minor items and some areas for
improvement noted through the process, but no major nonconformities on any of the 24 Tree Farms
picked for review. We would like to send a special thanks to the District Chairs, Inspectors,
Consultants and Tree Farmers that took the time to meet with the audit team and answer any
questions on the ground. We had wonderful attendance at each of the sites and the auditors all
indicated our Tree Farm management plans in Idaho were some of the best they had seen anywhere in
the nation! Congratulations to all of you that helped us succeed.

As noted, we identified a few areas to improve as we went along and the Inspectors will be going
over these with those folks involved. For the benefit of all our Idaho Tree Farmers, and to help
out in future program reviews, a couple of the more common items noted were:

Acreage incorrect in the database: As you buy, sell, or bequeath property, be sure to keep your
records up to date with your Inspector. Be sure the acreage in your management plan matches the
acreage in the ATFS system. This is especially important if part of your land is also in
agriculture through a stewardship or NRCS program. Only the acres managed as Tree Farm should be
in the ATFS database. Also, remember you can have a single plan for multiple Tree Farms, but each
parcel that is noncontiguous with the others needs to have a separate Tree Farm number assigned.

Missing Plan Elements: Each item in the list of standards needs to be addressed in your management
plan. Even if something doesn’t exist on your property, (i.e. endangered species, high conservation
value forest, special sites, wetlands, etc) that needs to be noted. It could be as simple as
stating “None known to exist” with a short description of who has visited your site, any resources
consulted, and how you came to your conclusion, but it still needs to be stated. Also, on several
Tree Farms the 5 year activity plan was outdated. As we know time gets away so be sure to look your
plan over occasionally and keep it current.
Other than those few items, we were in compliance and pleased with the things the audit team had to
say.

New 2015-2020 Certification Standards for Your Tree Farm
As we have mentioned previously the ATFS certification standards for the 2015-2020 period are now
in effect for your Tree Farm activities. There are just a few changes from the previous standards,
but you do need to get your management plans updated to remain certified with ATFS. The new rules
can be found at: www.treefarmsystem.org under “The Standards” tab. Also, those of you that have
provided us with your email address should have been seeing updates via Constant Contact the past
several weeks with a recap of each individual standard and what it entails to you and your
management plan (thanks Kirk & Madeline David for heading this up). So far we have sent out updates
on standards 1 through 7, with just standard 8 left to go. If you wish to see copies of these
articles contact our Administrator, Savannah at 208-667-4641 or email admin@idahotreefarm.org and
we can get you a copy.

As an aid in updating your plans, the folks at our National ATFS office have made a plan addendum
available to get you up to the current standards. It can be found at www.treefarmsystem.org. Click
on “The Standards” and choose “Learn More” on the “View the New Standards” box. You will see a link
to 2015 ATFS addendum that will lead you through the update.

Logging Contracts and Liability Insurance
As part of the program assessment we spoke to earlier in this edition, the audit team and ATFS
staff had some suggestions for “recommended best practices” and “opportunity for improvement”.
These are not items such as the certification standards that are a must do, but rather useful
things they feel are important and would improve a Tree Farmer’s operations. One of these items
strongly suggested for routine use is having a written logging contract with your operator. Many
times landowners have a long term relationship with their loggers or other contractors and have
become accustomed to going simply with a verbal agreement. While this may have worked well for many
years, it is a risky proposition if something doesn’t go as planned. Having a contract of some sort
is just good business sense, regardless of the scope of the operation or tenure of your
relationship with the logger. It doesn’t imply anything about your belief in his honesty, but
rather it is a way to protect both you and the contractor and insure everyone involved is on the
same page with the activity being undertaken.
Just exactly how detailed and the particular language used in the agreement is completely up to the
parties involved, but there are a few basic items that are common to most service contracts. These
would include such things as name and address of both landowner and contractor, the location or
other description of the land involved (an air photo or map as well is helpful), a description of
the timber being cut and how it will be designated for harvest, how the property or cutting unit
boundary is to be marked and by whom, a description of the services being contracted, the price
for the services being contracted, terms of payment for this service, and the time being
allowed for completion of activities. The landowners need to be able to warrant they are the legal
owners and have marketable title to sell their logs. The contractor should agree to hold the
landowner harmless of any liability arising from his operations. Since this contract will be a
legally binding agreement and likely referred to by both parties should legal problems arise, it is
best to have your lawyer review it to ensure it covers all the items necessary for the work being
performed.
Beyond the written contract, don’t be timid about asking for references or to view some jobs the
logger has done. You can also check with your state logging association to see if the contractor
is up to date on any classes, training or accreditation in your state.
One of the main items to require of the logger is liability insurance. In our program assessment a
regular question the audit team had for landowners was “Do you require liability insurance and did
the logger provide you with a copy?”.
The best practice for both of these questions is “yes”! Working without insurance is a recipe for
trouble and most landowners said they required it of their contractor. It was not uncommon though
that the landowner did not also require a proof of insurance slip from the contractor. Asking the
question is a good start, but the next and just as important step is getting a copy of that
insurance binder for your records. Again, the level of coverage and exact type of insurance
adequate for your situation is something your lawyer should advise you on.
We are working with our D.C. staff to have some sample contracts and suggested terms posted on
their website for you to take a look at. We are also gathering some sample contracts here as well
to post to our Idaho site. As this information becomes available we will let you know.

Inspector Training – Are You Current?

Just a reminder that at this time all Inspectors need to be updated to the current certification
standards in order to continue with any inspections. We have had two trainings so far, one in
Moscow last April and another just recently in Hayden. There are still quite a few Inspectors that
are showing as inactive in our database and we would like to get you all current again. We had
planned to have another training session yet this year and would like to do so if the interest is
there. If you are interested in attending a session, please contact Savannah at 208-667-4641 or

your time as Inspectors and thank you for your service.

Chair Funk called the meeting at 9:45 a.m. and reviewed the anti-trust statement.

Minutes from April Meeting

Madeline moved to accept the minutes from last quarter as amended, Russ seconded the motion and it was passed unanimously.

 

2015 Treasurer Report / Budget Review
Past Chair Bradetich reviewed the 2015 budget as of July 9, 2015. Budget started at $7191.17 as of January 1, 2015. Current balance is $17,097.11. Motion to approve the budget accepted by Kurt Koetter, Madeline David seconded. Motion passed unanimously.

 

Old Business
A) 2015 Required and Optional Inspections

Vice Chair Hegedus highlighted the importance of the District Chairs visiting with inspectors to complete the required inspections. One main point highlighted, was the funds from National that ITFC would receive for completing the inspections. Kirk David reminded the group that all inspections must comply with new standards and be on the new 004 form. He also emphasized the importance of inspectors to recertify according to the new standards on-line if they are able to do so, otherwise they will have to take a classroom training. Also of importance, is that 3 or 4 of the required inspections need to have inspectors reassigned before they can be completed. The District Chairs are responsible for assigning those inspections into the database. Inspectors also need to be encouraged to do optional inspections in order for ITFC to stay ahead.

 

  1. Discussion and Adoption of By-Law Changes to sections 1-5 of the By-Laws and resume revisions with number 6 (Financials).

ITFC reviewed proposed changes to sections 1-8 of the By-Laws. Madeline David moved to add a certified Idaho Master Forest Steward as a potential ITFC member and Janet Funk seconded that motion. Chair Funk called for a vote and the motion was unanimously approved. Chair Funk called for the vote that the final version of proposed changes to the By-Laws be approved as discussed, with 9 in favor. Those in favor being: Janet Funk, Frank Gariglio, Chris Schnepf, Andy Eckberg, Ray Getchius, Kurt Koetter, Madeline David, Kirk David, and Russ Hegedus. Vice Chair Hegedus moved to have a reserved vote with an extension until July 30th, and Janet Funk seconded that motion. Chair Funk called for a vote and the group unanimously approved. Those with reserved votes included absentees Gina Davis, David Brummer, Robert Keefe, Don Heikkila, and Steve Cuvala. Those who were present but still reserved were John Lillehaug and Robert Barkley.

 

  1. C) Save the Date: TFOY Tour at Oscar Baumhoff’s Property, Sept. 12th, 2015
    District III Chair John Lillehaug made arrangements with TFOY Oscar Baumhoff, to visit a few specific spots on his property for the tour. Suggestion was made to rent a bus to caravan visitors around the Tree Farm, as the goal is to spend one full day on the Baumhoff property. Attendees from northern Idaho would have to find lodging (in Idaho City) for two nights. Time frame: Coffee from 7:30 a.m. to 9 a.m. Tour starts at 9:00 a.m. Idaho Tree Farm Committee will pay for the lunch which starts at noon. Decide on whether to cater the lunch or bring bagged lunches to the field site. Also porta potties would need to be provided with a wash station. Lillehaug will research and report to Chair Funk before August 1st, so that the information is available for the IFOA and Tree Farm newsletters.

 

  1. Overview from program assessment/audit/ FORI

Auditor was impressed with the assessment in both Idaho regions. There was a great overall participation from landowners and Inspectors. In regard to FORI, Inspectors will need to check with the State Historic Preservation Office (SHPO) or other websites to determine if a property is of recognized importance.

 

 

New Business
A) 501-C3 Non-profit

Chair Funk reviewed the necessity of becoming a 501-C3 and informed the group that Tom Martin offered AFF (American Forest Foundation) expertise to help with filling out paperwork. Janet Funk pointed out that a set of By-laws, guidelines, and state incorporation paperwork will all need to be attached to the application.

  1. B) Becoming incorporated Chair Funk will pursue ITFC becoming incorporated to protect all members’ liability.
  2. C) Creating an internal financial review committee Past Chair Bradetich suggested to continue going forward with 3 members who have assisted with financial review in the past, and have other members contribute and participate as necessary. The volunteer committee for this year is Past Chair Doug Bradetich, Madeline David and Andy Eckberg. The Treasurer, Administrator and Chair also contribute.
  3. D) ILRCC (Idaho Lands Resource Coordinating Council) – Janet Funk Janet Funk provided an overview of the discussions at the ILRCC meeting held on June 24th. Tree Farm requested IDL to help determine if there are any FORI’s in the State of Idaho.

7)   Other Business:
A) Administrator work load and contracted hours                                                Janet Funk moved that the Executive Committee review and petition SFI for more funding to pay for Admin’s hours. Kirk David seconded that motion and it was passed unanimously.                                                                                     

  1. C) Adding Jane Thornes to the Committee, PLT position                               Janet Funk moved to add a PLT (Project Learning Tree) position to the Committee, John Lilllehaug seconded that motion and it was approved unanimously by the group. Chair Funk may ask past TFOY Jane Thornes to be appointed to the PLT position.
  2. D) New District Chair Robert Barkley will be stepping down from District II Chair, but will remain as an Inspector for ITFC. New Chair will need to be elected by the 15th of December.
  3. E) Next Meeting: Thursday, October 15th 2015 If voting members cannot attend meetings, they need to call/email with an excused absence and plan on sending a proxy in their place.
  4. F) Chair Funk adjourned the meeting at 12:18 p.m.

5) Old Business
A) Progress on Audit Preparation: The Roady Tree Farm (TF # 2248) was replaced with the alternate, Stern TF # 3074 (210 acres). All plans have been submitted, still missing some pre-planning sheets. Past Chair Bradetich made some slight corrections to the Farnsworth non-contiguous parcels.

B) Save the Date for Audit Days: June 2-4, 2015
District chair (I, II, or III), Chairman Funk, and an Auditor will be the only ones on the audit sites.

C) Discussion and Adoption of Bylaw Changes: Last update was 2012. Chair Funk suggested that Tree Farm should have a financial review committee. Any committee/ board members that have been unexcused (twice or more) or are unable to attend committee meetings should be considered for removal from the board. Lack of participation makes quorums difficult.
Past Chair Bradetich suggested that the Administrator should have a segment of the agenda for future meetings to educate committee members of any updates, changes, questions, or concerns from the administrative perspective.
ITFC reviewed proposed changes to sections 1-5 of the By-Laws and will resume revisions with number 6 (Financials) at the next meeting. ITFC will conduct a vote at the July 2015 meeting to accept changes.
6) Inspector Training and Recognition Subcommittee Report – Kirk David
On April 1, 2015, 22 inspectors participated in the inspector training in Moscow, Idaho in accordance to the new 2015-2020 Standards. Everyone who took the training was updated in the database to give them an active inspector status. Everyone who took their training online should be automatically updated in the system. Handbooks were distributed to participants and each inspector got a certificate for completion of the training. All old non-entered 004 forms will need to be transferred to the new 004 forms and resigned so that they can be properly entered into the database. July 10, 2015 is the next inspector training (for Idaho and Washington) located in Hayden, Idaho. Details to follow. New inspectors are not able to participate in online training. They must participate in a mandatory 4 hour, in person, training session.
7) Save the Date: TFOY Tour at Oscar Baumhoff’s Property: Sept. 12th, 2015
A) Prepare for Tour: Baumhoff, Kennedy, & Lillehaug
Would like to spend one full day on the Baumhoff property. Committee members from North Idaho would have to find lodging for two nights. Time frame: Coffee from 7:30 a.m. to 9 a.m. Tour starts at 9:00 a.m. Idaho Tree Farm Committee will pay for the lunch which starts at noon. Decide on whether to cater the lunch or bring bagged lunches to the field site.
8) New Business
A) Vote on Certification for ITFC: Robert Barkley moved to have the Idaho Tree Farm Program to continue as a certified program in the state of Idaho. Madeline seconded. Motion unanimously approved.
B) Save the Date: U of I School Field Campus Tour: Sept. 26th 2015. Rob Keefe will provide more information in the near future.
C) ILRCC (Idaho Lands Resource Coordinating Council) – Madeline David
Madeline provided an overview of most recent discussions of the ILRCC. The David’s will be out of town for the next ILRCC meeting in June (in Moscow) and would like an alternate member of Tree Farm to attend the meeting. Rob Keefe said he may be able to attend but would not be able to act as a Tree Farm Representative.
9) Review ITFC Events at the FFLC (Family Forest Landowner’s Conference & Exposition): Chair Funk
Overall, great turn out at the FFLC. All presentations went well!
10) Other Business:
A) Chair Funk would like to add Jane Thornes to the ITFC, PLT (Project Learning Tree) position.
B) John Lillehaug: Save the Date for Forestry Tour in Southern Idaho on May 21st, 2015 in New Meadows, ID. Idaho Tree Farm Committee plans to sponsor the coffee social again this year.

1) Call to Order

2) Anti-Trust Statement
Chair Funk reviewed the policy statement in compliance with anti-trust laws.
3) Minutes of October Meeting
The minutes of the October 16th, 2014 meeting of the ITFC were approved. Robert Barkley moved, John Lillehaug seconded. Motion to approve October 2014 minutes unanimously passed.
4) 2014 Treasurer’s Report / Budget Review
a. Treasurer Steve Cuvala reviewed the 2014 ITFP finances and the status of ITFP. Stayed within the budget and stayed underneath budget for the NLC, which was primarily funded by grant money. Started 2014 with $4,856.35. Past Chair Bradetich and Treasurer Steve Cuvala reviewed the past 2014 budget and 2015 budget.
b. Madeline David moved, Robert Barkley seconded, to approve the past 2014 budget overview. Motion passed.
c. Past Chair Bradetich moved for the passing of 2015 budget, Robert Barkley seconded. Motion passed.
5) Discussion/Vote on 2015 Budget
Check coming from national soon, $9000. $500 extra for travel expenses. Need to know how many brochures to send out and or download to websites. Past Chair Bradetich and Chair Funk suggested that Idaho Tree Farm needs to get their own laptop computer, potentially a PA system for field days and other events, and a projector. John Lillehaug requested a case to carry display boards as well. Chair Funk suggested a $1500 budget for Program supplies/equipment. Madeline David said that sometimes Microsoft donates software to non-profits. Something to look into.
Motion amended. Russ Hegedus moved, Andy Eckberg seconded. Motion passed.
6) Strategic Plan Updates
a. Communications Subcommittee Report – Madeline David
We need to start being more involved with Constant Contact. We should make an inspectors list and utilize Constant Contact to notify them. ATFS, has been using our Newsletters as examples to other TF committees. Madeline David made point to tell our auditors at ATFS that the national brochure does not portray the concise TF purpose and is aimed towards a younger generation that the current TF demographic. After 2018 audits will cost us up to $7,000 per year (Up to 700 tree farms at $10 each). Need to construct a creative way to pay for this. Robert Barkley suggested that we compose a message/survey to all Idaho Tree Farms for certification. Take a vote at the state meeting, and/or Madeline David suggested putting a ballot in the Spring Newsletter, Constant Contact, or poll at the state meeting.
b. Inspector Training and Recognition Subcommittee Report – Kirk David
In the handouts today, information on inspector recognition. Award for Tree Farmer of the Year. Inspector of the Year gets a cruiser’s vest with the TF logo on the front. Inspectors that have done 5 or more inspections in a calendar year will receive a thermos (Need to verify the price.) or Cabelas gift card. One inspection completed within the last year, inspector will receive a TF hat or shirt.
Inspector training: AFF new standards: All new TF inspectors will have to go through more training. Any current inspector will have to complete an hour long internet training webinar. There will be seven questions to answer per segment, and the inspector will need to answer five of the questions right to pass to the next segment.
c. Certification Subcommittee Report – Steve Funk
With the upcoming audit taking most of our time the rest of this year, Chairman Funk had nothing further to add to this subcommittee at this time.

Collect management plans for all 24 sites. All inspectors make sure that the plan matches up to the previous standards. Reviewed the audit meeting, all positive feedback from the auditors in regards to Idaho’s program.

Bradetich: All required 2014 004’s were completed and about 2/3 of the optionals were completed. Kirk: Let’s make more of an effort to assign an inspector to the optionals.
